Have a look through this to see if it might meet your daughter’s needs.

However, if you want to get the full “Install Linux on bare hardware”
experience without dual booting or having another system, then, yes, you’ll
need a VM. And if you are just starting out and don’t know the difference
in VM hypervisor features and properties, VirtualBox is a good place to
start.

Once she’s comfortable, she can then flip it: install Linux on the hardware
and Windows in a VM.  Or not, and simply run Linux on the hardware and
connect to Office365 or to a virtual Windows desktop on Azure.  That
solution works for me with my Chromebook.

And that may be another solution: get a Chromebook and enable the Linux
Development Environment.

It all depends on her use cases.
