I can't top your story, but we did have a tech come out yesterday to
upgrade our DSL.  He was only a day late, but that's apparently due to
the outages from the weekend windstorm.

I asked him why a T1 was so much more expensive than our DSL, and he
explained that one of the reasons was that there were federal mandates
on uptime for T1 circuits; Where the DSL guy would typically get back
to us on the next business day, the T1 guy gets woken up in the middle
of the night for service calls.

It seems to me that if you're paying for service that you're not
getting, then you've got the law on your side...
