First question: Why is he mucking with a server when he doesn't even
know what it does?

Second question: Why doesn't he have a Linux admin on staff, or at
least have someone capable on call?

If Linux is acting as a domain controller, these processes would be in
charge of it. Mind you, just because these processes are running
doesn't mean the box is acting as a domain controller. They're
typically used for serving files on the network.
