An update is an update.  I suggest the "super informativeā€ release notes.  https://developer.apple.com/library/ios/releasenotes/General/RN-iOSSDK-9.3/

What difference would it make that it moved the rev level?  So far it seems companies put all kinds of great bug fixes in odd updates.
