The comment was about the gateway links to the internet.  The site to site
link stability has no relevance.  Users may not notice momentary outage of
any circuit as TCP will retry many messages.  And you can't be certain of
the stability of any of the links if you aren't monitoring them.

Most routers have logs.  And SNMP counters....
