Not necessarily. I had a UPS stop working and just shriek at me until I replaced the
batteries. Annoyingly, even through it was doing regular self tests, it never seemed
to sound the "change batteries soon" alarm (and I didn't have the monitoring cable
connected). One day it went to do a test and just shut down and started screaming.
I also have a smaller UPS of the same design as yours, and it would not power on
when the batteries were dead. Not a nice thing to discover when you're 850 miles
from home, tight on time, and didn't have a need for battery replacement budgeted.
