[GRLUG] cursor arrow won't grab window edge

Actually what's happening is that when the cursor arrow shows at the
edge of the window I want to resize, and I left click, instead of
grabbing the edge it often opens a "maximize" etc dialog. Other times it
just won't grab the edge.
