Tried it both with a /home path and with a c:\ path to the identity, as
well as no path, .. none work; It *seems* to resolve with the C:\ path as
it does not log a complaint about identity not fount, but in that case it
reports a 'Host Key Validation' error.

Yep. The Windoze user has administrator rights, .. the only think I can
figure out is that running it as a system service somehow requires that
that known_hosts be accessible to SYSTEM, but I have not been able to
verify, or it does not look for known_hosts in the identity directory for
some really strange reason.
