The most likely problem is in the controller board of the disk, .. the
simplest way to test is take the drive out and hang it on a working Linux
system *on the bus* (USB adapters are sometimes unreliable with weirdly
formatted disks).

Chances of getting it spinning again and pulling data off without taking
it apart are in the 20-30% range, .. unfortunately.

Google "hard disk repair" for options, but it is expensive.
