This test is *critical* to determining what the actual issue is and
should be the first thing you check.

File transfers can be performed
- via CIFS 
- via FTP
- via HTTP
- via SSH (provided an SSH client is installed)

Transfer the same largeish file over each protocol at least three times
and compare performance.

Oh, year.  Win7 uses SMB2 which is a major overhaul of SMB [aka CIFS].
SMB2 is a better protocol.

You should be able to acceptably use CIFS on both platforms without
performance issues.  Does the LINUX side support current versions of
CIFS [SMB2]?

Most can, AFAIK?
