Gaah.  I hate inconsistency.  If gdm is in /etc/gdm/ and gdm3 is in
/etc/gdm3, then shouldn't gmd3's config options be in /usr/share/gdm3?
I saw that file and assumed (wrongly, apparently) it was for gdm, not
gdm3.  Thanks, Jeff.  I'll give that a try.
