As long as there is another option at the location, use that as a 
bargaining chip. Tell them "I was reasonably happy with your service 
before, but Comcast (or whoever) can offer me a better deal, and that's 
pretty hard to pass up." At least with satellite / cable TV services 
that used to work and get you the introductory rate.
