[GRLUG] VRF and route-distinguisher

When configuring VRF on a Cisco router one performs the following
incantation:

> ip vrf {vrf-name}
>> rd {route-distinguisher}
>> interface {interface-name}
>>> ip vrf forwarding {vrf-name}
>>> exit
> exit

I get that the route-distinguisher appears to be used for importing /
exporting routes between VRFs.  But does it really mean anything?  Is
there a "correct" way to construct that value?

If one doesn't have an ASN the notation is IP address:some-number as in
"192.168.1.67:66".  

Is this just-a-number-to-have-an-IP or should this IP address actually
be some specific address?

The documentation I've found so far seems to fly right over that
question.
