Sure. You will ned a few things to accomplish this:

        Your spreadsheet
        A black pen
        A desk or other hard surface
        A ruler

Clear off your desk or other hard surface, making sure it is smooth,
clean and dry. Place you spread sheet on this hard surface, making sure
the proper is up. Take the ruler and place it on the paper with one of
the long flat edges lined up where you would like the hard line. Once
properly positioned, take the black pen, exposed the writing tip (ball
point, felt or other) and make the appropriate line, perhaps drawing it
a few times for bolding. Remove the pen and ruler from the paper and
observe the line you asked for.

That was easy. Now if you would like to do that in a "charting program"
without the analog tools, perhaps it would be a good thing to include
more context. Something like the program(s) being used... and what kind
of a chart/graph it is.
