At work, what we normally do with sudo is set up specific commands - 
usually shell scripts written by the SysAdmins, with permissions set to 
500 so that no one but root can read them - and then set things up so 
that certain users can run those specific commands.

This is what I have set up on my laptop to turn on/off the networking.
