It sounds like AT&T needs to beef up their network and data connections.

I just moved back to the Grand Rapids area from Holland - and my DSL service is bad, and unreliable - and I'm fairly positive it's all network congestion.
My ping is great... my data transfer is ok - the connection is just very 'jittery'.
I went into my modem and tested it, I also tested my telephone line for noise - they are both reporting an excellent connection to the node.
If I connect to my friend down the street who has DSL we can stream data to eachother all day long without any problems.

On Mon, Mar 14, 2011 at 3:30 PM, Bob Kline <bob.kline@gmail.com> wrote:
Starting May 2, AT&T will impose 150GB monthly limits on its currently uncapped DSL service, while its fiber-to-the-node U-Verse subscribers will get 250GB. AT&T says the move will affect "less than 2 percent" of customers and that it is necessary to address congestion in the network.

Subscribers who exceed their monthly allowance will pay an additional $10 for each 50GB over the cap, but AT&T tells Ars that "customers will hear from us directly numerous times before they exceed usage and before they incur any additional fees."

(AT&T says that an average DSL user on its network currently transfers 18GB each month.)
