Much of it depends on what you need. Its probably going to be hackey for
incoming connections.  The normal way would be to get an AS number and have
your ISPs transit bgp.  Otherwise I'd use the comcast to reduce the load on
the T1.  Basically you are going to need to pick one wan or the other for
incoming.
