Try booting with acpi_osi=!Linux and see if that makes a difference.

On steady, or blinking?

How did you "shutdown"?

Yep, that forces a real cold start.

Suspend/resume issues used to be common in Linux, and I think still
plague some video hardware.  But generally it works really well.
