If you have a DHCP server and the switch is in the default config it is
probably grabbing an IP and providing the management interface;
otherwise Procurve's have a Console/Serial port for management.

The managment is via either a command-line or a TUI (text user
interface).  if you attach to the switch and just get a command line
enter "menu" to get to the TUI.  It is well designed and very intuitive.
Other than enabling VLAN support (which requires a switch reboot - with
is really fast) you can change any setting you like on-demand.
