It is a difference *with* significance.  You have the code.  Requiring
signed binaries is a feature of the *device* [probably its firmware].

All license requirements are met.  You are free to build your own device
that will accept unsigned binaries.

Open Source isn't about intent, it is about code.  "Intent", or
practice, is an entirely other kind of thing.
