No, /usr/share/doc is just a random smattering of documentation files
extracted from a project.  For the most part the contents aren't
terribly organized. 
For instance: 
awilliam at linux-yu4c:~> ls /usr/share/doc/vlc
bugreport-howto.txt  fortunes.txt  intf-vcd.txt

There is little to nothing in /usr/share/doc that would be of interest
to an "end-user" type of user.
