The ISP has *nothing* to do with this; I've never heard that a
consumer ISP outside the cellular arena that has active management on
the router side of a SOHO setup. At most, I've seen them update
firmware on modems. They manage their network, your manage yours.

When I say "it", I'm talking about the features in the Belkin router.

What model is the router? At this point, I'd google for 'openSSUSE
10.2 [router model]' and similar for more information.
