I am not the requester of help.

I was asking the question of the one who offered the requested tech
support (this specific task was requested in another thread).  I was
trying to gently point out that setting up Apache on Linux or Windows to
serve a few web pages is quite different from providing tech support.
My guess is Professor Inuyasha may have been able to install Apache on
Windows but offering the level of support requested is an entirely
different issue.  Another guess is that he has never heard of Thawte (or
should it be `thawte'?) and isn't really sure what an SSL certificate
is.
