Yes.

What happens is that when a request is made on port 901, the OS goes to 
/etc/services and asks "Who is supposed to handle this?"  It finds 
"swat".  Then it looks through /etc/xinetd.conf (or /etc/inetd.conf) 
looking for the service named "swat" and runs what it finds there.
